[cisco-voip] inside verses outside call and ring cadence

Hello,

      When the call comming across access gateway the
cadence can be configured on the voice port. meanwhile
when the call purely H.323, i believe that it should
be configured from the call agent(call manager)

for callmanager :
under device pool configuration, you can modify
"network locale"
Reference:
Network Locale
 From the drop-down list box, choose the locale that
is associated with the phone. The network locale
contains a definition of the tones and cadences that
are used by the phones and gateways in the device pool
in a specific geographic area.
