The only point of mgcp fallback is to alert the router that the
call-agent(call manager) is no longer available and to permit the
registered devices to use the H.323 dial-peers. Fallback relies on the
command call application alternate default(12.3.11 or below) or
application -->, global -->, service alternate default(12.3.14 or newer)
to allow the router to rely on its default application (h.323) if MGCP
is unavailable.
 
The phones register the same, whether its H.323 or MGCP
