[cisco-voip] why will mgcp gw try to use dial peer

We have a mgcp gw that was trying to use a dial peer, we had set up for srst
mode.  All I could see is that when this was happening, the pots dial peer
was on top of the mgcp config.  When we move or reconfigure the dial peer
after all mgcp configs were up and running, they were place at the bottom of
the config and now it works.  What made this happen.
