Y0u can use the "Always Route Member" option in older AC or a second
line group in the newer.  Both options should point toward a route point
with call forward all to vm to get the call to a Unity handler.

With an AC pilot where do you specify for a call to go to voicemail if
no attendants are logged in?

How do you have your AC hunt group configured?  If you set it to go  
to UserA-Line1, etc then the attendant must be logged in and online  
to receive calls.  If you set it to go to a dn/partition specifically  
then the AC console status will have no bearing on how calls are  
extended.
