[cisco-voip] VG248 and 6608, Garbage in terminal connections with modem dialup

Anyone have any ideas on how to tackle issues where on console/terminal dialup modem connections at lower baud rates (2400, 9600, etc) connect fine and work but there is intermintent garbage characters that pop up on the display and occassionally the connection disconnects after a few minutes. 

Many modem models were tried, and if a regular POTS line is used theres no problems calling the same equipment. 

CCM 4.0(2a)SR2b, Vg248 was on 1.21 but updated to 1.31 with same symptons. 6608 firmware is D004040000023. 

The VG248 is plugged into the 6500 with 6608 blade and CCM. No errors on the VG248 port or 6608 T1 ports. FAX's work fine and only these modem dialup connections are affected.

Have fax relay disabled on 6608 T1 port and on VG248 side (both in CCM and on Vg248 itself). Have tried adjusting the input gains on VG248 port and no change.
