[cisco-voip] CallManager DR scenario

We have a very similar setup (pub+2 subs at one site, 2subs across town at
another site). I have a spare MCS of the same model sitting at the secondary
site for this purpose, just rebuild the pub from an offsite BARS backup and
move the subnet to there. can't do any changes till publisher is back up
though.

basically it sounds like you need a strategy to rebuild a publisher quickly
so you can continue doing changes.
