[cisco-voip] CallManager DR scenario

All the other comments to this have been great.

I'll add one thing about "moving the subnet".

Almost all of my recent designs now put the publisher and subscribers in
their own small subnets (/29 or /30).  This makes them far more portable in
the event of problems.
