On my system, it is stored in two files under:
C:\Program Files\Cisco\TFTPPath\English_United_States
as SCCP-dictionary.xml and SCCP-dictionary.utf-8.xml under phrase 119.
You may have to cycle the TFTP server and power cycle the phones.

I got the idea to change it by looking at the 7960's at Gander Mountain
- a sporting goods store. They have "Gander Mountain" - go figure!
