[cisco-voip] Inbound call on FXO uses dial-peer for PRI port - MGCP

Having issue with 12.3(11)T7 on 1760
MGCP w/CCM 4.02a

On inbound calls to analog FXO lines, the call rings
once and then fast busy. The calls work fine as long
as we don't have dial-peer in router for PRI port
which is for fallback mode.

This is what is 'show call hist voice brief':

Notice the pid is of dial-peer with pri port which has
direct-inward-dial.. so it should not be hitting this
at all. If the dial-peer is removed it works fine,
call completes. If it is put back with same id or
different id the same problem occurs. on the peer for
3/0, tried it also with the incoming called-number and
without - same thing. I have not seen this dial-peer
behavior before on inbound calls where they terminate
on a dial peer that is for another port. Have other
sites with same cfg working fine. Have rebooted router
also and no changes.

CONFIG for involved dial-peers:
