I think Scott was correct. An H.323 Gateway will show unknown because CM never really knows the status of the device. I think this is also the case if a device has NEVER registered.
Once a device registeres and then becomes unreachable it goes to status unregistered.

I think it has to do with timing. A device will show unregistered for a while, after which it shows unknown. It could be after a restart, never really paid much attention.
