[cisco-voip] Prefix CLI dropping digits when transferred

Just to confirm I did try this in the lab and it works as you would  
like it to.  I created a translation rule on the GW and prefixed 90.   
Placed an inbound call and the display on the phone has the prefixed  
digits.  Performed a transfer to another phone and the display on the  
phone has the prefixed digits.

The only thing I can think of at the moment is that there is a  
Translation Pattern configured in CCM that is performing a calling  
party transformation during the transfer.
