You can use the "Subscriber Information Dump" in the Unity Tools Depot
to
run a subscriber report and see which Subscribers have never completed
the
initial enrollment.

Just run the tool > check first name, last name, and Set for First Time
Enrollment.  It will spit it out to a .csv > open it up
