[cisco-voip] IP Voice Media Streaming service 100% CPU

Only time I've ever seen IPVMS spike the cpu is when the customer had  
a 1-second wav file being used for MOH.

load over 50 Percent.\nIpvmsapp (100 percent) uses
most of the CPU.
