[cisco-voip] 4506 sw is not see cdp ip phones

We are trying to see up a new vlan on a 4506 for voice.   We configured the
sw ports for the cm gw and the phone just like we always do.  But for some
reason if I do a show cdp neighbor all the phones will not show up.  And
sometimes I can run the cmd and see 2 phone and then run it again a sec
later and it will only show one.  I change the cdp timer to 5  from 60, and
no differents.  This first time I notice I was having a issue is when the
phone would not get a ip address from the pool I configure on the switch,
sometime it will get one from the date remote dhcp server or  not at all
