[cisco-voip] blocking forward and transfer to outside lines

Set up a CSS that has a partition blocking 9.@  assign that CSS to all
CallForwardAll lines.  BAT tool would be the easiest.

Im trying to fine a way to block ip phone users from forward and
transfer call to outside lines.  Whats the best way to do this
