The CCMAdmin is available to any local user that is a member of the
Local Administrators group. Is your new admin a domain account or
local account?

Click User-> Access Rights -> User Groups
Select SuperGroupUser from the list on the left
Click Add a User to Group
search for the user
select the checkbox next to him/her
click add selected
