[cisco-voip] Error when opening lines - CM 4.1(3) SR3c

DBL.dll is the primary component that every CM service uses to access  
the CallManager database.  DBL is responsible for determining which  
SQL server is currently available (publisher,local,other subs in that  
order) and sending read/write requests to that SQL database.

It has 3 interfaces:
dblx.dll - an ActiveX interface used by IIS for CCMAdmin,CCMUser,AXL  
to access dbl.dll
dbl.dll -- C++ inteface

dblr.dll and dblrt.dll - business rules that run under Microsoft  
Transaction Server / COM+.

We have historically seen issues where there files are held in use  
during upgrade and cannot be renamed/replaced so they are replaced on  
the next reboot by window's file in use mechanism.  Unfortunately,  
the file gets replaced, but the new version does not get registered  
thus all functions exposed by that DLL are not made available in the  
registry of the system.

regsvr32 takes something similar to the table of contents for what's  
in the dll and inserts into the local computer registry to make it  
available to other processes.

resolution.    It has no bearing on this issue whatsoever.

That said, try the following:

1) Open a command window on the Cisco CallManager.
2) Go to the c:\Program Files\Cisco\bin directory.
3) Run regsvr32 dblx.dll.

Check the RIS Data Collector service... you may need to reboot the
cluster to get everything back in sync...

BTW, usually, you get that error on the SUB...

This doesn't occur when I do it from the Subscriber.  Anyone seen
this before I go to TAC?
