I'm not sure exactly what happens if you send a 729 encoded message to 
CUE, but, you should be able to get around this by specifying the 
outgoing codec on the VPIM delivery location that you created in Unity.

Going the other way, Unity should be able to transcode the message on 
the fly without a problem. Hope this helps.
