I had this same question with Cisco TAC, and here is their response.
(Note that we're talking about having a PRI with switch type NI2)

 

            The "isdn supp-service name calling" command does enable
receipt of the calling name in the facility ie,

but as of CME 3.3 we could only deliver that to a SIP call leg.  CME 4.0
introduced the ability to deliver

that calling name to CME phones.Therefore the caller name will work with
CME 4.0 for sccp CME phones.

 

These are the IOS releases compatible with CME 4.0 and up.

I see H.323 name display is supported as of 12.4(11)XW.  Does anyone
know if it is also supported on some level of the T train?  I'm running
12.4(15)T1 and CUCM 5.1(2), but I don't see the display-ie or
supp-service commands on the gateway.
