[cisco-voip] Disabling web access on 7941/61's

Bug CSCsf98288...

We found this to be happening in our deployment a couple weeks ago. 
You'll have to get up into the 8.2.1 firmware or later versions of 8.0.4 
I believe also include the fix.  The TAC person recommended 
cmterm-7941_7961-sccp.8-2-1.exe at the time.
