For Call Manager, the standalone DST patch for 4.1(3), 4.2(3), and 3.3(5) is on the 4.1/4.2/3.3 download page now and a readme file explaining it. This doesn't need ES or SR update from the readme file.

Just as an FYI this is what I got from one of my TAC cases:

And based on another TAC case you also need to do the Java
update for IPCCx

1) The
Windows 2000 OS fix is tracked by CSCsf07541. It is currently available
beginning with Windows OS 2000.4.2sr14, 2000.4.3aSR7, and 2000.4.4sr2. This
Windows OS fix ensures that the local time on the server console is correct,
and subsequently items like log file time stamps are correct.

2) The
CallManager application fix is tracked by CSCsf07523. It is currently available
beginning with CallManager 3.3(5)es56, 4.1(3)es89.1, and 4.2(3)es11.1. This
CallManager application fix ensures that the phones display the correct local
time (based on configured date/time groups) and features such as time-of-day
routing are also handled correctly. There is also a plan to release this fix as
a standalone patch also and it is currently planned for release by the end of
this month.

3) Java
based IP Phones (7906/7911/7931/7941/7961/797x) also require a firmware update,
tracked by CSCse47164. These phones should be upgraded to firmware 8.2(1) and
higher.

4) For
IOS based devices, this issue is tracked by CSCse78963. For CatOS based
devices, this issue is tracked by CSCse79110. The only real impact would be for
SRST mode... if a device failed over to SRST mode during the four-week gap, the
time displayed on the phone would be off by one hour.
Short of
upgrading to a fixed IOS/CatOS version, the following IOS/CatOS configuration
statement will also handle the time change: (example is for the US/Pacific time
zone) For IOS:
"clock
summer-time PDT recurring 2 Sun Mar 2:00 1 Sun Nov 2:00"
For
CatOS:
"set
summertime enable PDT"

5) For
currently supported versions of Unity - 4.0(5), 4.1(1), 4.2(1) - the JVM
version installed is 1.4.0_01-b03 and is custom for Unity. You will need to
download the Sun Java SE TZupdater Tool and take the following steps:
a) Stop
the Tomcat service on the Unity server. During this time CPCA, Unity Inbox, and
Concerto will not function.
b) Unzip
the contents of the patch from the below link to a folder of your choice. There
should now be a file present named "tzupdater.jar"
c) Open a
command-line window and browse to the path where "tzupdater.jar" is
located.
d) Issue
the follow from the command-line:
"X:\CommServer\cscoserv\Java2SDK\jre\bin\java
-jar tzupdater.jar -u -v"
where
"X" is the correct drive-letter for path
"\Commserver\cscoserv" and "u" and "v" are both
lower-case letters.

6) For
Microsoft Products in relation to the Cisco Unity Product. Windows
2003 SP1
and Exchange 2003 SP2 updates are available at Microsoft Update.
The
official Microsoft policy on both Windows 2000 and Exchange 2000 is that it has
passed the end of Mainstream Support and will not be receiving an update
without Extended Hotfix Support. But all versions of Windows can be manually
updated using the tzedit.exe utility or other techniques documented in
Knowledge Base article 914387 and similar articles for other countries, which
is the preferred method of remediation for any product outside of Mainstream
Support. (The tzedit.exe tool allows you to create and edit time zone entries
for the Date/Time settings in the Control Panel, especially for daylight-saving
time). With Exchange 2000 primary voice processing functionality should not be
impacted.
