[cisco-voip] ipcc express agent monitoring

We had the same problem and not all nic's are supported. TAC directed us to

I've also run into older PC NICs that do not support 802.1q (one of the
requirements for agent desktop streaming, unless you do the old fashioned
SPAN) could not monitor or record.
