[cisco-voip] Loud / soft?

I have a 3640 with a PRI to Verizon running IOS 12.3(14)T3 and MGCP to
CM 4.1.3sr2.

 

I'm getting reports that some calls are coming in VERY Loud and others
VERY Soft.  Can someone give me something to look at?  The Firmware on
the phones is (7960) is P00308000400.  is this a Telco issue?

 

Any thoughts?
