[cisco-voip] 2 ccm and 2 pri

The easiest way would be to make the gateway H.323 and just make it an
H.323gateway on each CCM cluster.

Build dial peers on the gateway for each call type...

Add each H.323 gateway to a route group, both route-groups to one route
list, on each CCM. If the one PRI fails, it will go the next one in the
list.
