[cisco-voip] Controller T1, PRI, MGCP or something issue?

Ok love that subject I know, but I can't figure this out and not sure
what the problem is.

I have two PRI's coming into a 3745 with a Controller T1 module/card.

You call in and you just get a busy signal.

I do a debug isdn q931 and I see some calls, never seems to go above 5
active calls.  I see some calls coming in on these controller t1 /
PRI's

However I keep getting a busy signal, and when I call I never seem to
see anything happen in the debug isdn q931 so I question the call is
even making it to the controller.  Yet they seem to be up and the
PRI's seem to be up.

I reset MGCP, I reset the gateway (which is this 3745) in callmanager.
 I have done a shut no shut on the controller T1 3/0 and 3/1

I almost think maybe the PRI's show up and the 3745 sees that, but
that maybe channels are down?  I can't seem to show the status of
channels, is there not a command for that?

Any ideas?
