[cisco-voip] Directory Options/Services Missing on 79xx

The tftp-bindings as well as a debug tftp packets/events shows the same
file information for both a good and a bad phone.

Have you tried looking to see if these 'trouble
phones' are all pulling the same configuration files
from CCME?
