[cisco-voip] Call Quality Issue

It has been a while since I have had to troubleshoot quality issues and so
my skills aren't where they use to be.

We have had about 12 inches of snow the last two days. Employees came in
today. Callers (PSTN side) began complaining that some not all calls were
very bad on their end (PSTN side). IP Phone users have perfect call quality
on their ends. This system has been in production for about 5 years with no
echo issues and the voice gateway was replaced this past summer and we have
had no issues.

IP Phone<---------->Voice
Gateway<-------------->PSTN<--------------->Analog/PBX/Etc.

Any thoughts on where to start looking for the issue? Perhaps just an issue
with all the snow?
