That featureset should be fine for CME. MOH on CME is
only supported in a limited sense, MOH will only be
heard by PSTN and remote users not by local CME
Phones. 
You do not need any extra NMs, I'm guessing you were
reading about CUE (Unity Express) which does require
an NM-CUE (or AIM-CUE) it contains a harddrive or
flash drive  depending which you get, for the message
database. Read some of the links that Kuanming Li
provided that should clear up some of your questions.
