[cisco-voip] 2 ccm and 2 pri

The other alternative if MGCP is required is to setup
an ICT on each cluster pointing to the other cluster
and order the ICT second in each RL that requires a
backup gateway scenario. Theres a bit more
configuration in this scenario but it should work
equally well if done correctly.
