Could you front the pilot point with a dummy CTI port? Set a CTI port to
cfwdAll to your pilot point and configure the AAR Group and ext mask on the
CTI port line. I think that would work but could complicate your dialplan a
bit.
Another option might be to have a translation pattern that matches the pilot
point DN in a lower-priority partition in the callers CSS. If the call to
the pilot point DN was rejected due to location bandwidth you might be able
to make CM route the call using the translation pattern by modifying a
system parameter (there are a few that deal with this but I don't remember
the parameters off the top of my head). You could use the translation
pattern to replace the pilot DN with the DID.
