[cisco-voip] Attendant Console line state issues

I have a customer with a CM 4.13 sr3a centralized cluster. they have approx
35 users using AC in about 30 sites. I've been getting complaints from
multiple users that the line states get out of sync for users in their
department from time to time. This is most noticeable when an entry will
get stuck on the ringing icon. I am not prioritizing the line state updates
over the WAN but I don't think this is the issue because the links are
fairly lightly used. I do not have access to the individual PCs but I do
know they match the server version. The other possible cause could be the
TCD server is getting overloaded. I currently have all the clients pointing
to the Publisher as primary TCD server. The pub is a 7935 and the CPU/RAM
usage does not look to be a problem.
I guess I'm wondering if others have had this problem and know what the root
cause was. Also I'm wondering if anyone can point me to scaling information
for AC. I don't see anything in the SRND.
