[cisco-voip] wanna block outside calls for only 2 ephone users

hi eveybody

 i got ccme 2851 router. ccme 3.3,,  i got one pri line /
i want to restrict outside calls for 2 ip phone users but i want them to call internal only.
how can i do it. any example config pls
