[cisco-voip] wanna block outside calls for only 2 ephone users

this can be archived using COR:

dial-peer cor custom
 name internal
 name external
dial-peer cor list internal
 member internal
dial-peer cor list external
 member external

assign cor list 'internal' to the 2 phones to be restricted:

ephone-dn X
 cor incoming internal

assign cor list 'external' to all pots dial-peers used for external calls:

dial-peer voice Y
 cor outgoing external
