[cisco-voip] CTL errors

Does anyone know what these errors are in Call Manager? These errors
just started this morning on Call Manager and the customer claims that
nothing changed. When the phones boot they get a message that CTL
update failed and they sit there cycling thorough registering and do not
come up. Rebooting the phones a few times normally takes care of the
issue. I disabled the CTL service on the Publisher as we are not using
certificates. I just can not seem to get these errors to go away on
Call Manager.
