Also have the CMM with ACT and I have mine set to 6 with out issue.  My
Meetme is set to 10 with out issue also.  But I'm running CM 4.1.3sr2.

I keep changing the Service Parameters > CallManager (X.X.X.X) >
Clusterwide Parameters (Service) > Maximum Ad Hoc Conference > 8
(suggested value 4)

 

However after a while I go back in and find the value reset to 4
(default). We have a CMM module with ACT that allows 8 parties in  Ad
Hoc.
