[cisco-voip] IPCC Upgrade for DST

I ran the jre fix in the lab today and it took about 5 seconds to apply. I
havent done any extensive testing yet with it but we'll probably go that
route barring any problems. Upgrading IPCC is like pulling teeth for me
anyway.
