Nope; each Avaya is connected with a MaBell tie-line that connects them 
to each other; configured for E&M.  One is being decommissioned and the 
site is now going to have IP phones instead of Avaya, and dial-patterns 
on the remaining Avaya are complex enough that it's not worth the effort 
to potentially break everything.  So, we want to connect the tie-line to 
the Cisco.

If it was a PRI, it wouldn't be a problem, but I'm trying to get this to 
work with a 24 channel DS-1, no D channel, etc, etc.
