[cisco-voip] TOD routing

It will be fixed in 4.1(3)ESA00 (ie ES100).  It should be out by the  
end of this week but this depends on it passing internal verification  
testing.

The Status was just changed to "Resolved", no additional information, so
no help there, because there's no FFI Version information, and it wasn't
marked as Invalid.

Cisco guys, what's the real deal on this bug?
