I set up a user to do this by setting up CFwdNA on that user's phone to
forward to a dummy phone and giving the user access to change CFwdALL on
the dummy phone with a ccmuser account. 

Besides being a bit inelegant, the biggest problem is if they cleared
CFwdALL on the dummy phone, callers got reorder. The workaround for that
was to set CFwdNA on the dummy line to the attendant. At least *someone*
answers the phone that way. Even that causes problems if the attendant
transfers someone to that phone, gets the call forwarded back to them
and transfers it again, ad infinitum....

In practice, however, this user is good about making sure things are
forwarded correctly, appreciates the autonomy it provides and he doesn't
have to call me all the time.
