[cisco-voip] using a set of trunks when others are not available only (not if they are being used)

I'd like to setup a route list so that a secondary group of PSTN trunks are used as a backup in case the primary group is unavailable. I don't want the secondary group to be used if the primary group is all busy. 

What are my options here? I've looked at AAR but it talks about bandwidth allocations etc. Not sure if that's what I'm looking for.
