[cisco-voip] OT: Ordering a PRI in Mexico City - any contacts?

My team has been trying to get ahold of someone in Telefonica / TelMex 
to order a PRI.  Apparently, this is very difficult, because they say 
that either the phone isn't answered, or they get put on infinite hold.

Does anyone have any POCs that will actually answer the phone so that we 
can get our PRI ordered and installed?
