[cisco-voip] OS Upgrades and Patches When the WAN is Down - Quick Question

Don't do it.

If you are upgrading a subscriber, it MUST have connectivity to the
Pub... and vice versa...

While the OS upgrades will surely work, the CCM patches will  fail (as
they do DB checks against the publisher during the upgrade)...
