I thought the same thing. I guess the added cost of trying to figure out how
many licenses you OR your company have ever purchased through potentially
multiple vendors, not even counting companies getting bought out or moving
hardware between systems was higher than what they would expect to lose from
people not buying licenses in the first place.

My only annoyance with the system is if I have 300 phones in stock that
arent in use when I upgrade, I need to scan them all in and provision them
in callmanager anyway just to get the DLU's from them (since they were
purchased with old device licenses). OR try to convince cisco to give me
more DLU's for them :)
