More specifically,
Q. What Cisco CallManager release is required for the Cisco IP Phone  
7911G?
A. Customers are required to use the most recent version of each  
Cisco CallManager train for full support: Version 3.3 (5)SR1, 4.0(2) 
SR2b, or 4.1(3)SR1.

Dev Packs will do database changes as well as copy new load files.

Dev Packs are how we introduce new phone support, etc as well.

The phone load exe files only restart TFTP when it says it is
restarting services, btw.
