Verify the CDR Insert service is only running on the publisher -jason

 The bug id I found is CSCsh27547 which seems to match part of the
behavior, because lsass and dllhost also had high cpu usage at the time.
But there were no files in the folders to process. 

Anyone know if this bug is going to fixed in a 4.1(3) ES or 4.2?

Anyone seen this before? Bug toolkit shows one possible match that saids
resolved in 4.3. 

All the CDR folders were empty and CDR enabled set to true on all
servers in cluster.
