[cisco-voip] Upgrade to 5.1(2)

Well, apparently CCM 5 defaults to G.729 for inter-region communications (
G.711 for Intra-region)... This was my first CCM5 multi-site deployment, and
this was the first site that didn't have a CM at it.

We changed the default to 711 for the time being until we can get some
transcoding resources deployed.
