[cisco-voip] Very Strange Behaviour

your h323 dial-peers should point to callmanagers defined in the
CMgroup assigned to the h323 gateway in ccmadmin.

since you removed the publisher from the cmgroup assigned to the h323
gw you should also remove the pub from the h323 dialpeer.  hopefully
you added another sub to the cmgroup and if so, add a new dialpeer for
the sub.
