[cisco-voip] POWER SHUTDOWNS and verifying PRI Function Afterwards

Call into the office where the PRI is connected. At
the same time, inspect the router with 'debug isdn
q931' with 'terminal monitor' on. If the PRI is dead,
you will see nothing.
