[cisco-voip] Locations with H323 and IPIPGW

I am still working on implementing SIP trunking using an IPIPGW and have discovered during testing that the Call Manager Locations construct is not working to provide Call Admission Control.

topology is:

 CCM 4.1.3 ----H323------IPIPGW-------SIP------Carrier

All outbound calls are pointed to the Carrier. I thought that since the phones are communicating with Call Manager and the Call Manager knows that inbound and outbound calls are using the associated IP-IP Gateway that this should work. Does this require a Gatekeeper?

As always any advice would be appreciated.
