[cisco-voip] Registration to Subscriber

The Cisco OS patches are not just for security... some of them are to
resolve issues with the OS, web server and other key services that CCM
uses.

For example, Daylight Savings Time requires OS patching...

I wouldn't be so quick to not apply patches... though I would
definitely wait for 3 weeks or so after Cisco releases a patch to
ensure it doesn't blow up your system (if it still on Cisco's site 3
weeks after, in all likelihood, it is a stable patch).
